as a result of my Confidential despatch of 24th January,
33740 1934, and supply this Government with copies of the

licences or other forms of authorization issued in respect
of exports of arms to Hong Kong. Should these documents
indicate Hong Kong as the port of ultimate destination
and not as a port of transhipment for China I should be
prepared, subject to your concurrence, to disregard
evidence tendered locally (as in the case now reported)
that the arms were in transit to China as a result of an
order placed in that country and to refuse permission for
them to proceed to China except on production of the
Central Government's authorization.

In this connection it should be explained
that through bills of lading from trans-ocean ports to
Canton are not normally obtainable and that it would not
be reasonable to make such documents the test of in
transit status.
